Forces of quick veterinary response in emergency situations

Summary. Committee of the State Veterinary Surveillance of Nizhny Novgorod region, Nizhny Novgorod State Agricultural Academy on the basis of the conducted monitoring researches and the carried-out expert estimates of disclosure relationships of cause and effect of emergence and functioning emergency situations (African swine fever) on the territory of concrete districts of Nizhny Novgorod region. The elimination experience of primary focus of ASF usage of forces of quick veterinary response in the emergency situations was generalized in the article. The comparative analysis and the assessment of antiepizootic and social efficiency of usage of the forces of quick veterinary response in emergency conditions of biological danger and biological terrorism was carried out. Due to complicated epizootic situation on emergency infections in a number of Russian regions since 2008 on the territory of Nizhny Novgorod region the emergence threatof ASF was presented. In February-April of 2011 on the territory of Dzerzhinsk and Volodarsk districts of Nizhny Novgorod region there were 2 ASF foci in personal subsidiary farms. Usage of an alimentary wastage from the military units deployed in the territory of the region became the source of the emergency situation originator.

The organization and immediate enforcement of forces of quick veterinary and the Ministry of Emergency Situations reaction in the emergency situations with the use of the Stamping-out method, in combination with uncompromising quarantine and total decontamination of the animals in the epizootic foci and threatened zones allowed to stop in 3 day term an epizooty and to liquidate the foci of an emergency infection. Authors also developed offers to production and recommended them for usage. At the agro-industrial exhibition «Golden Fall-2013» the system of measures for elimination of ASF foci in Nizhny Novgorod region was awarded by the Gold medal.
