Implementing experience of information system for issuance of veterinary accompanying documents in electronic form into work of veterinary service of Krasnodar region

Summary. Data on the implementation of the information system for the issuance of veterinary accompanying documents in electronic form into the work of the Veterinary Service of Krasnodar region are presented in the article. The main stages of the work for the period from 2011 till 2016 - organizational, material, practical training - are described by the authors. Of 1543 workplaces for registration of veterinary documents, 1255 (81% of the total number) are equipped to provide services in electronic format, 92% are connected to the Internet. Of 975 professionals who issued documents, 98% mastered the skills in GIS "Mercury". Implementing of the state information system for electronic registration of veterinary accompanying documents in Krasnodar region has reduced the material and financial expenses for the organization of this process. For the wider introduction of the electronic veterinary certification it is necessary to develop software products that integrate the work programs of inventory control of economic entities with the information system, the development of information areas and increasing computer literacy of entities of the system of turnover of controlled production by the state veterinary service. It is necessary to align Decree of Ministry of Agriculture of Russia "On Approval of Rules of the organization of work on registration of veterinary accompanying documents and the order of registration of veterinary accompanying documents in electronic form" with the current law "On Veterinary Medicine" regarding use of electronic digital signature that will allow to organize the registration of veterinary accompanying documents in electronic form between subjects of the Russian Federation.
