Summary. In modern conditions, the epizootic security of the subjects of the federation and of Russia as a whole has very wide limits of its formation. This is due to the expansion of international trade in animals and products of animal origin, globalization in the agricultural sector in many countries of the modern world. Biological hazard also includes its component - the biological hazard caused by the occurrence and spread of infectious animal diseases common to humans and animals. The expansion of the territorial boundaries of epizootic has become a frequent phenomenon in the world. In 2009, the system of epizootic and biological safety was adopted in Russia, relating to rural and urban areas of the country. Analysis of its implementation makes it possible to judge it as a program to strengthen the country's sanitary and epidemic service, food security and food independence. This article provides an in-depth analysis of domestic and foreign veterinary science and practice on food safety issues and the method of ensuring it through the implementation of the food independence program not only in a specific country, but also in its individual regions. Control over the epizootic state of the raw material zone of the regional food markets of Russia is currently one of the main tasks of practical veterinary medicine and its scientific support. The scientific research conducted in the last year at Federal State Educational Establishment High Professional Education Nizhniy Novgorod State Agricultural Academy allowed us to form scientific approaches and practical methods for monitoring the epizootic situation in the raw material zone of the regional food market, as well as its expert assessment taking into account the evidence-based epizootology, screening and monitoring indicators of the epizootic component of biological hazard.

Key words: national security, biological safety, epizootic hazard, nosological forms, food independence, raw materials base, food market, import substitution, subjects of the federation, Volga region
